Climate change in international processes is among the main challenges of humanity due to the increasing trends of negative impact on human life, the environment, migration and economic development.
Despite Armenia's insignificant share in anthropogenic greenhouse gas emissions - 0.02%, our country has actively joined the global processes to combat climate change.
The coordination of the requirements and provisions of the UN Framework Convention on Climate Change in the Republic of Armenia was carried out by the interdepartmental Coordination Council established by the decision of the Prime Minister of the Republic of Armenia N955-a of October 2, 2012, which was inactive for more than two years due to changes in the composition and structure of the government. It was necessary to form the composition of the interdepartmental coordination council in accordance with the new structure of the government.
During this time, the Ministry of Environmental Protection has developed and implemented in 2021 by the decision of the Prime Minister of July 6, 719-a approved the composition and regulations of the interdepartmental coordination Council, which expanded the powers of the Council, also providing for permanent interdepartmental working groups that will ensure cooperation on intersectional issues.
In order to organize the work of the Council more effectively, the level of political leadership of the interdepartmental coordination Council was raised, the powers of the Chairman of the Council were assigned to the Deputy Prime Minister of the Republic of Armenia for ensuring horizontal governance.
Another reason for the need to form a new interdepartmental coordinating council is the ratification by the Republic of Armenia of the Paris Agreement in 2017, which clarified and attached importance to the results and procedures for fulfilling the obligations of the countries Parties to the Convention:
