The Fifth Meeting of the Board of the Fund for Responding to Loss and Damage: Armenia's Participation and Key Highlights

The fifth meeting of the Board (B5) of the Fund for Responding to Loss and Damage (FRLD) was held between the 8th and 10th of April, 2025 in Bridgetown, Barbados. Nona Budoyan, Board Member and Head of the Climate Policy Department of the Ministry of Environment of the RA, and Davit Manukyan, Advisor to the Board Member and Head of the UN and Sustainable Development Division of Multilateral Policy Department of the Ministry of Foreign Affairs of the RA represented Armenia at the meeting. Several important decisions were made during the session, with the first intervention document for 2025-2026, titled “Barbados Implementation Modalities (BIM)”, being of particular significance. A budget of $250 million was approved for the implementation of the modalities. The primary focus of the BIM is supporting communities through country-led, bottom-up approaches. The board members decided that small island developing states and the world’s least developed countries will receive at least 50% of the fund’s resources during the start-up period. The funding will be provided in the form of grants ranging from $5 million to $20 million per project. Both economic and non-economic losses and damages will be addressed, including innovative approaches and partnerships with communities, civil society, and vulnerable groups. The FRLD is committed to operating in accordance with the principles of transparency, accountability, and impact assessment. During the session, a bilateral meeting was also organized with Ibrahima Cheikh Diong, Executive Director of the FRLD. Nona Budoyan expressed gratitude for the work accomplished so far, emphasizing the importance of ensuring gender and regional balance in the formation of an independent secretariat. She also informed that Armenia will host the 17th Conference of the Parties to the Convention on Biological Diversity in 2026 and expressed hope that Ibrahima Cheikh Diong will accept the invitation to participate, thus emphasizing the role of the Fund in preventing biodiversity loss.
