Legislative reforms in the water sector

In today's session, the executive approved the amendments to the Law "On Amendments and Amendments to the Water Code of the Republic of Armenia", "On Amendments and Amendments to the Code of the Republic of Armenia Regarding Administrative Offenses", "On Amendments and Amendments to the Water Code of the Republic of Armenia" developed by the Ministry of Environment. the package of draft laws.
The groundwater of the Ararat artesian basin is the only prospective source of drinking water supply in Central Armenia. All springs are used for drinking water supply, so the level of public danger of illegal use and overexploitation of the Ararat artesian basin is very high, which is why this regulation is necessary and urgent.
In order to legally regulate the problems related to the depletion of underground water resources of the Ararat Artesian Basin, the draft law "On Amendments to the Water Code of the Republic of Armenia" defined a new concept of "closed circulating system using underground fresh water through a borehole".
According to the draft of the law "On Amendments to the Code of Administrative Offenses", administrative responsibility was established for fish farms to use water from groundwater without a closed circulating system through a well.
The draft law "On making additions and amendments to the Water Code of the Republic of Armenia" provides a legal basis for defining the procedure for implementing a closed circulation system in fish farms that use underground fresh water through a well.
Adoption of the above-mentioned projects will contribute to the settlement of problems of the introduction of closed circulation systems and clarification of the concept of "closed circulation system".
