The European Union and Armenia held the sixth meeting of the EU-Armenia Partnership Committee, established under the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA), in Brussels on 8 July. The parties discussed the implementation of CEPA and the expanding EU-Armenia cooperation.
The EU and Armenia underlined the significant momentum in their partnership, based on their commitment to common values.
The EU and Armenia further welcomed the progress in implementing the EUR 270 million Resilience and Growth Plan, which supports Armenia’s closer sectoral cooperation with the EU and leverages large-scale investments in connectivity and businesses in the framework of the EU’s Global Gateway and in line with the “Crossroads of Peace” initiative.
The Partnership Committee reviewed developments related to the rule of law, justice reform, law enforcement, human rights and fight against corruption. The EU commended Armenia’s commitment to democracy, the rule of law and human rights and tangible progress in this regard. The EU emphasized the need for sustained reforms in these fields and additional measures to eliminate discrimination on all grounds. The two sides stressed the importance of meaningful involvement of civil society in decision-making and public affairs.
During the session, Lusine Avetisyan, Head of the Strategic Policy Department of the Ministry of Environment of the RA, presented the main directions of the strategic policy pursued by the Republic of Armenia in the areas of environmental protection and climate change, with a particular focus on the following issues:
- Enhancing hazardous waste management systems;
- Draft Climate Law, including carbon pricing instruments, emissions permit, and financial incentive mechanisms;
- Development of the third-generation Nationally Determined Contributions, “NDC 3.0”;
- Enhancing transparency and accountability;
- Preparations for hosting COP17;
- Waste management and reforms toward the introduction of the Extended Producer Responsibility (EPR) system;
- Environmental digital services: introduction of online platforms accessible to citizens and businesses for nature conservation (https://nature.e-gov.am/);
- EU4Green Recovery East program: a three-year regional initiative launched to align with EU environmental legislation.
The EU and Armenia also discussed ways to promote inclusive regional connectivity, enhance economic diversification and mutual trade, accelerate the digital and green transitions, enhance cooperation in the field of energy security, and strengthen cooperation on climate action.
The EU reaffirmed its commitment to supporting Armenia in achieving a stable, democratic, and sustainable environment.
