In Aghveran, the external workshop for the discussion of the recommendations and road map made as a result of the "Analysis of legal gaps in the water sector" carried out within the framework of the "Improvement of Water Resources Management in Armenia" program was held in Aghveran.
The purpose of the analysis of legal gaps in the water sector was:
analyze and evaluate the legal regulations and legal procedures in the water sector,
to highlight the main legal loopholes, implementation obstacles,
identify (formulate) the priorities of legal gaps and recommendations aimed at their solution,
to support the competent authorities of the water sector in the further improvement of national laws, other legislative acts, policies and strategic documents, as well as in the introduction of transparent and accountable water resources management mechanisms.
The benchmarks for the analyzes and proposals were the fulfillment of the international obligations assumed by the RA, the harmonious development of the policy and legislation of the sector, the balancing of interests in the water sector and the fair distribution of water resources, ensuring the availability and availability of irrigation, water supply, drainage and wastewater treatment services, effective public participation in the decision-making process. ensuring, protecting violated rights and increasing the efficiency of legal responsibility, as well as increasing the efficiency of operation of other related legal institutions.
Representatives of the RA Ministry of Environment, Ministry of Territorial Management and Infrastructure, Water Committee, Environmental Protection and Subsoil Inspection Authority, USAID, Deloitte Consulting Company, Hydrometeorology and Monitoring Center, non-governmental and international organizations, representatives of academic institutions, water sector experts were present at the workshop.
I am sure that the workshop will record significant results, as a result of which we will have solutions to the raised problems", said RA Deputy Minister of Environment Gayane Gabrielyan in his welcoming speech.
Such an event is a good opportunity to exchange opinions and carry out effective work," added Lilit Abrahamyan, Head of the Water Policy Department of the RA Ministry of Environment.
The outgoing workshop was held in an atmosphere of active exchange of ideas, comparison of opinions and mutual agreement of the issues raised regarding the many problems, challenges and opportunities presented by the representatives of all interested parties of the water sector.
The workshop with representatives of the project team was summarized by RA Deputy Minister of Environment Gayane Gabrielyan, noting that the work on the priorities of the identified legal and political reforms in the water sector will continue with the "Improving Water Resources Management of Armenia" program, as well as with all stakeholders of the water sector.
