Deputy Minister of Environment Aram Meimaryan participated in the 15th Ministerial Conference of International Climate Dialogue

At the invitation of the chairmanship of the 29th meeting of the Parties to the Framework Convention on Climate Change of the Federal Republic of Germany and the United Nations, Deputy Minister Aram Meimaryan and Lusine Avetisyan Head of the Strategic Policy Department at the Ministry of Environment of the RA participated in the 15th Ministerial Conference of the Petersberg International Climate Dialogue in Berlin.
The 15th Petersberg Climate Dialogue was attended by high-ranking representatives of about 40 countries to discuss concrete steps to overcome the climate crisis and to strengthen confidence both in multilateral climate negotiations and between countries. The dialogue was also focused on the topics of preparation for the 2024 UN Climate Change Conference (UNFCCC COP 29) in 2024.
The Petersberg Climate Dialogue was launched in 2010 by former German Chancellor Angela Merkel and brings together selected states on an annual basis to prepare the ground for successful negotiations at the UNFCCC Climate Change Conferences.
At the third thematic session entitled "Mission 1.5", Deputy Minister Aram Meimaryan made a speech, in which he specifically addressed the issues of building a consensus around the goals of climate financing, as well as the UN Framework Convention (UNFCCC), the Kyoto Protocol and other goals of the Paris Agreement, as well as emphasized that demonstrating innovative approaches, targeted reforms of the international financial system, creating certainty for the expansion of private financing and hybrid financial solutions, and strengthening carbon markets are key to achieving a real transformation of climate action. Innovative financial instruments and mechanisms are critical to help close the climate finance gap and ultimately boost climate action to meet the goals of the Paris Agreement.
Discussions within the framework of the conference covered the following topics:
- Alignment of national climate investment plans to keep the 1.5°C limit and rapidly achieve climate resilience,
- Creation of new financial sources for the implementation of the Paris Agreement.
Also, 3 ministerial thematic workshops were organized on the following issues:
- How to design effective and fair approaches to the New Collective Quantified Goal on Climate Finance (NCQG),
- What changes are needed in the international financial framework to keep the 1.50 C limit and achieve climate resilience?
- How to develop Nationally Determined Contributions (NDCs) that deliver rapid real-world implementation and investment that will lead to long-term low emissions and create opportunities for climate-resilient development?
