Licensing process as a means of preventing harmful effects of hazardous waste

Hazardous waste management is a licensed activity.
Hazardous wastes are those wastes with physical, chemical or biological properties, that create or can create a danger to human health and the environment, and in order to dispose them, it is necessary to use special methods and means.
Taking into account the multi-component composition of waste generated during waste collection: household chemicals, various small appliances, batteries, lamps, rubber products, plastics, medicines, packaging from different materials, other waste, unsorted household waste is also classified as hazardous waste.
According to the "Licensing" law, hazardous waste management (collection, transportation, placement, storage, recycling, disposal, neutralization and landfill) activities are permitted only in the presence of a hazardous waste utilization license, which is issued by the Ministry of Environment. The licensing process ensures early assessment and examination of the harmful effects of hazardous waste on the environment and human health of the planned activity, ascertains the availability of the necessary area, material and technical base and appropriate technologies for the activity.
Legal entities, individual entrepreneurs, state or community institutions are not allowed to deal with hazardous waste management (classes from 1 to 4) without the appropriate license, and the implementation of activities in violation of the legislation will result in the imposition of severe sanctions provided by the legislation.
In order to protect the life and health of people, including the safety of employees involved in this activity, and the protection of the environment, the Ministry of the Environment urges in case of an initiative to engage in hazardous waste management (including garbage collection, operation of landfills) to apply to the Ministry of the Environment to obtain a license and other permits in order to carry out activities in accordance with the legislation.
