Public hearing over the draft of the RA Government decree (developed according to N 397-N decree of the RA Government, on April 16, 2015) on “Approving the RA Intended Nationally Determined Contributions – INDC” under the UN Framework Convention on Climate Change (UNFCCC) took placeheaded by RA First Deputy Minister of Nature Protection Simon Papyan. Representatives of NGOs, heads of relevant subdivisions and departments of the Ministry of Nature Protection participated in the discussion.Mr. A. Gabrielyan, the UN Framework Convention Coordinator on Climate Change, made a report after Simon Papyan’s introductory speech. He highlighted the importance of the document as well as the position of Armenia on the Convention stressing the innovative approaches. “Actions undertaken for the sake of climate change mitigation and adaptation must not result in social and economic regression, but it should have a positive impact on the development of the latter”: noted A. Gabrielyan. The representatives of NGOs raised questions concerning the Convention: reduction of greenhouse gases and climate change adaptation, particularly, financial mechanisms and the responsibilities of countries combating climate change. Regional NGOs had sent their written proposals and willingness to organise discussions over the project in their regions. First Deputy Minister Simon Papyan stated that the project had been considered with interested ministries and had been sent to State Expertise of the RA Ministry of Justice. The participants approved the project and expressed their willingness to monitor the procedure.
