The materials on "MGHART GOLD MINE" were sent to the Prosecutor General's Office

Today, on behalf of the Minister of Environment Romanos Petrosyan, a note was sent to RA Prosecutor General Arthur Davtyan, which refers to a number of violations by "Multi” Group Concern LLC revealed during the exploitation of Mghart gold mine. In particular, according to the information delivered  by the Inspectorate for Nature Protection and Mineral Resources, “Multi” Group Concern LLC has been exploiting the mine since 2011 without a water use permit. It is notably stated in the letter, that on February 12, 2018, “The pre-assessment bid on environmental impact of the open-pit mining in the central part of Mghart Gold mine in Lori region for 2018-2037” was submitted to the Environmental Impact Expertise. According to the bid, a plant was built in 2005, which was not submitted to EIA in accordance with the RA legislation. The above-mentioned company has submitted several bids for EIA expertise, but the Ministry of Environment has sent them for completion. The Ministry of Environment has applied to the Inspectorate for Nature Protection and Mineral Resources to supervise inspections at the Mghart gold mine. It turned out that there is an enrichment plant and tailings in the area of the mine, which were built without an EIA. In accordance with the 1st paragraph of Article 15 and the 6th paragraph of Article 20 of the same law, the implementation of the envisaged activity is prohibited without positive EIA conclusion. Information was also delivered that the company owes the Environmental Protection Fund and monitoring in arrears. Thus, the Inspectorate for Nature Protection and Mineral Resources detected that the company had exploited the mining complex in violation of the requirements of the RA legislation; moreover it exploited Mghart gold mine without having  EIA conclusion for  the plant and tailings. Taking into consideration that the exercise of powers of warning entrails users, as well as suspending and ceasing subsoil use is vested in the Ministry of Territorial Administration and Infrastructure in the RA Subsoil Code, the relevant note with attached documents was also sent to the Minister of Territorial Administration and Infrastructure. By the sent note, the Minister of Environment Romanos Petrosyan suggested  the RA Prosecutor General to instruct the relevant bodies to study the mentioned factual circumstances, the relevant documents, to give respective procedural action in a manner prescribed by the legislation.
