This year the first session of the Board attached to the RA Minister of Nature Protection took place. RA Minister of Nature Protection Aramayis Grigoryan submitted the agenda to the approval of the Board which included two issues: the current problems in water resource preservation policy, the solutions and the development perspectives of arboretums in Armenia. Stating the present situation of water resource preservation the head of Water Resource Management Agency of the RA Ministry of Nature Protection Vahan Davtyan emphasized the fact that among natural resources in Armenia, water resources have strategic importance. While mentioning the main problems of Lake Sevan, the speaker considered the order to conserve a positive balance of the lake level primary. Furthermore, he outlined the fact that the RA Government approved the concept of basin management model plan in 2011, which was developed by the European Water Initiative /EUWI/ according to the EU Water Framework Directive and the RA code on water. The Board adopted NK1-1 decree on “Approving the annual report of the primary outputs of the RA Ministry of Nature Protection activities in 2014” and NK1-2 decree on “ Approving the 2015 program of the Board attached to RA Minister of Nature Protection”. The model plan is a technical task to develop management plans for 6 basins in the republic. According to N340-N decree of the RA Government there should have been developed Ararat valley basin management plan and submitted to the approval of the GoA by September1, 2015; the works of which are in the process. The development and preparation of Hyusisayin, Sevan, Akhuryan, Haravayin and Hrazdan basin management plans are included in 2016-2018 midterm expense project draft. Moreover, the efficient utilization of Ararat valley underground water resource s was considered during the session. According to the speaker the RA Government decree draft on “Approving the introduction of automatic centralized management system in the RA Ararat valley” was developed in accordance to which accounting of water used by users will be realized with up-to-date technology application. Additionally, the introduction of automatic centralized management system is envisaged for wells of 800 fish breeding entrepreneurship. RA Minister of Nature Protection Aramayis Grigoryan notified the Board members that there is no exact data about water resources in the republic which is the main gap of the sector and the RA Ministry of Nature Protection negotiates with international organizations, particularly with KfW German Development Bank in order to implement water monitoring in Armenia which will enable to implement the further activities precisely and effectively in this sphere. The Board under the RA Ministry of Nature Protection decided for solving the current problems existing in the field: to continue the registration of deep wells in Ararat valley, data analysis and the liquidation, conservation or regulation with valves on the bases of the latter; to organize new procedures of information flows and exchange between the state cadastre and interested institutions; to expand the amount of works on monitoring of underground water resources; to improve the national observation network of underground water resource monitoring, to introduce a biological monitoring to introduce technological and technical systems The head of Bioresources Management Agency of the RA Ministry of Nature Protection Artashes Ziroyan highlighted the development perspectives of arboretums in Armenia and the present problems; the future activities to be fulfilled in 2015-2020 directed to their solution. It is envisaged to perfect the code regulating the field /to develop the RA law draft on “Arboretums” regulating the sector, approve the charter of organizations controlling arboretums, develop, reconsider and approve arboretum management plans/ and management system /to set a council in the RA Ministry of Nature Protection supporting the management of arboretums/, advancing ecotourism in arboretums as well as undertaking introductory scientific-educational programs. Develop programs about new arboretums and the existing ones as well as about setting ecological network of SPAs and arboretums. RA Minister of Nature Protection Aramayis Grigoryan stated that it is planned to grant the administrations of arboretums the right to perform paid services which will enable the latter to improve the substructures. The Board members attributed importance to the legislative issues regulating the sector which will result in the formation of private arboretums. At he Board Chairman’s suggestion, there was decided to make modifications to K1-2 Board Decree (23.12.2014); “The environmental aspects of complex expoloitation of hard useful minerals and regulations of continual observation procedures according to the environmental management plans” issue has been moved from the third trimester to the second trimester of the agenda of the issues to be discussed.
